Jay Mitchell, Deputy Commissioner
Jay is a graduate of Tufts University (B.S. Civil Engineering) and the University of Texas (M.S. Construction Engineering & Project Management) and has been serving the Commonwealth as a Deputy Commissioner of Design & Construction at the Division of Capital Asset Management and Maintenance (DCAMM) since September of 2017 after concluding a 25-year career as a uniformed Officer in the Navy’s Civil Engineer Corps. layne Campos oversees the Commonwealth’s Capital program of planning and design for Higher Education, Public Safety, and other executive branch agencies and state offices. The average annual investment in the state’s facilities is approximately $600 million with projects ranging from strategic facilities and campus master planning, to repairs and renovations, to major new construction projects.
